Governor Mark Gordon and Federal Permitting Improvement Steering Council executive director Emilyโ€ฏDomenech signed a memorandum on Monday to speed up federal permits for large energy and industrial projects in Wyoming, including dataโ€‘center builds, oil and gas expansions, and renewableโ€‘energy farms. The agreement links the stateโ€™s permitting office with a Trumpโ€‘administration task force that promises โ€œexpeditedโ€ reviews, aiming to cut monthsโ€‘long delays that have stalled projects in the Mountain West.

The move comes as the Trump administration pushes to boost domestic energy production and attract highโ€‘tech industry to the sparsely populated state. Wyomingโ€™s economy relies heavily on extractive industries, but recent bottlenecks in the National Environmental Policy Act (NEPA) process have discouraged investors. The Federal Permitting Improvement Steering Council, created by the 2020 bipartisan infrastructure law, was tasked with identifying ways to streamline reviews without compromising safety or environmental standards. Wyoming officials argue the stateโ€™s โ€œoneโ€‘stopโ€ approach will make it more competitive against neighboring states that have already cut permitting timelines.

Industry groups welcomed the pact, saying faster approvals could unlock up to $10โ€ฏbillion in new investment over the next five years and create thousands of jobs. The Wyoming Petroleum Council estimated that a 30โ€‘day reduction in permitting could add 1,500 construction jobs annually. Dataโ€‘center developers, eyeing the stateโ€™s cheap, renewable power and low taxes, also expressed optimism. Environmental organizations, however, warned that accelerated reviews might sideline critical climate and wildlife assessments. The Sierra Clubโ€™s Wyoming chapter called for robust publicโ€‘comment periods and independent oversight to ensure the process does not sacrifice environmental safeguards.

The memorandum sets a 90โ€‘day pilot to test the new workflow, after which the state and federal partners will evaluate results and consider expanding the model nationwide. If successful, Wyoming could become a template for other resourceโ€‘rich states seeking to balance economic growth with regulatory compliance. The next step is a joint review of pending projects, with the first batch of permits slated for decision by the end of the year. Stakeholders will watch closely to see whether speed can be achieved without eroding the environmental review standards that have long protected the regionโ€™s fragile ecosystems.
