Xi Jinping and the top leadership of the Chinese Communist Party held a fourโ€‘day, closedโ€‘door session in Beijing this week, issuing a resolution that demands tighter discipline, deeper antiโ€‘corruption work and โ€œmore loyalty and more initiativeโ€ from officials at every level. The meeting, which lasted from Monday to Thursday, praised Xiโ€™s โ€œenormous political courage and strong sense of responsibilityโ€ and signalled a fresh push to tighten Party control.

The drive comes as China wrestles with a slowdown in growth, mounting external pressure and a series of internal challenges that the leadership says threaten stability. Xiโ€™s antiโ€‘corruption campaign, launched in 2012, has already removed thousands of cadres, but officials fear the effort is losing steam. Analysts say the Party now wants to preโ€‘empt any sources of disorder by forcing officials to align tightly with central directives while also encouraging them to act proactively on local problems.

The resolution, released on Thursday, calls for โ€œconsistent advancement of comprehensive and strict Party leadership.โ€ It also warns against โ€œtwoโ€‘faced functionariesโ€ who profess loyalty while pursuing personal agendas, labeling them โ€œpolitical opportunists.โ€ Kerry Brown of Kingโ€™s College London said the move is meant to curb potential instability, noting that a disunited Party could become โ€œunstable like other regimes.โ€ He added that the Party faces a dilemma: granting officials room to innovate could weaken central control and invite corruption, while tightening discipline could suppress initiative and even affect the military. Chong Ja Ian of the National University of Singapore echoed this, saying officials now have a very limited space to make independent decisions.

Experts expect the new directives to translate into stricter performance reviews, more frequent inspections and harsher penalties for dissent. If the Party succeeds in tightening loyalty without choking creativity, it could shore up its grip on power and steer the economy through a rough patch. If not, the pressure could stifle problemโ€‘solving at the local level, deepen bureaucratic inertia and fuel the very corruption the campaign seeks to eradicate. The coming months will reveal whether the balance Xi seeks between discipline and initiative can be maintained.
