South Korean President Lee Jaeโ€‘Myung has called for direct talks with North Korea to replace the 1953 armistice with a formal peace regime, aiming to end the Korean War and curb Pyongyangโ€™s nuclear ambitions. The armistice that stopped active combat in 1953 remains a fragile ceaseโ€‘fire, not a treaty of peace, leaving the peninsula technically at war. Leeโ€™s proposal signals a shift toward a diplomatic path that could finally close the longโ€‘standing security gap and reduce the risk of accidental escalation on the border.

The war that split the Korean Peninsula in 1953 ended with a ceaseโ€‘fire, not a peace treaty. For seven decades, the two Koreas have lived under a tense status quo, with the Northโ€™s nuclear programme and frequent missile tests raising global alarm. Lee, who won the presidency in a landslide election in 2022, has pursued a more conciliatory foreign policy than his predecessors, emphasizing dialogue over deterrence. His call comes after a series of highโ€‘profile meetings with U.S. officials and a recent summit with China, both of which highlighted the need for a comprehensive resolution to the Korean conflict.

A peace regime would replace the armistice with a binding treaty that formally ends the war, establishes a joint security framework, and sets a roadmap for denuclearisation. The proposal could provide North Korea with a clear incentive to halt missile tests, while giving Seoul a framework to secure its borders. The U.S. has expressed cautious support, noting that any agreement would need to address the Northโ€™s security concerns and include verification mechanisms. China, which shares a border with the North, has urged restraint and a gradual approach, warning that abrupt changes could destabilise the region. Pyongyang has so far declined to comment publicly, but officials in the North have historically shown wariness of any talks that might compromise their strategic advantage.

The next step will likely involve a joint diplomatic team led by the South Korean foreign ministry and the U.S. State Department, working through the United Nations to draft a framework for the peace regime. Leeโ€™s administration plans to send a delegation to Beijing next month to gauge Chinese support, while a separate team will engage with Washington to secure U.S. backing. Domestically, the proposal has sparked debate among South Korean lawmakers, with some critics arguing that the North could use negotiations as a delay tactic. Nonetheless, the move marks a significant pivot in the peninsulaโ€™s longโ€‘standing diplomatic stalemate and could reshape regional security dynamics if the talks gain traction.
