Qatar Fund for Development and the World Health Organization signed a Core Contribution Agreement on Monday, just before the 77th World Health Assembly, committing US$โ€ฏ4โ€ฏmillion in flexible funding to support WHOโ€™s extended Thirteenth General Programme of Work. The money will flow from the State of Qatar through QFFD, giving WHO the cash it can move quickly to address emerging health crises worldwide.

The deal comes as the global health system grapples with a surge in infectious disease outbreaks, rising nonโ€‘communicable illnesses, and strained health services in conflictโ€‘affected regions. WHO has warned that rigid, earmarked budgets limit its ability to respond fast enough. Qatarโ€™s pledge reflects a broader push by highโ€‘income donors to back flexible financing that can be redirected where it is needed most, aligning with the United Nationsโ€™ Sustainable Development Goals on health and wellโ€‘being.

In a joint statement, Sultan Ahmed Alโ€‘Aseeri, Acting Directorโ€‘General of QFFD, said the partnership shows Qatarโ€™s dedication to โ€œleaving no one behindโ€ and to building health equity across borders. WHO Directorโ€‘General Tedros Adhanom Ghebreyesus praised the contribution, noting that flexible funds are โ€œcritical for WHOโ€™s lifeโ€‘saving workโ€ and enable rapid action in crisis and postโ€‘crisis settings. The $4โ€ฏmillion will be channeled into programs that tackle both communicable and nonโ€‘communicable diseases, strengthen health systems, and promote health across the life course, with a special focus on countries emerging from conflict or disaster.

The agreement positions the two organisations to scale up emergency response, improve access to essential services, and support resilient health infrastructure in the years ahead. By providing a ready pool of resources, Qatar and WHO hope to set a precedent for other donors to follow, fostering a more agile and collaborative global health architecture. The partnership is expected to be operational before the World Health Assembly concludes, signaling a concrete step toward a healthier, more resilient world.
