Italy keeps border checks on Spain until August 15

Italy will keep temporary border checks with Spain in place until at least August 15, defying Madrid’s warning of retaliatory measures after Rome’s decision to reinstate controls amid the migrant surge into the Spanish enclave of Ceuta.

The standoff escalated after Spain gave Italy a two-day ultimatum to reverse its border controls, threatening “proportional measures” if Rome failed to comply by Sunday. Italy’s government dismissed the demand, calling it an “ultimatum or imposition” and reaffirmed its stance in a statement on Friday. The dispute reflects deepening tensions within the EU over migration policy, with hardline leaders like Italian Prime Minister Giorgia Meloni accusing other member states of creating “pull factors” that encourage irregular movement. Spain has faced the brunt of the crisis, with around 72,000 people crossing into Ceuta from Morocco last week, most of whom have since been returned. At least 100 people died in the crossing, according to authorities.

The situation remains volatile. Spanish police announced on Friday they had dismantled a smuggling network believed to have transported 2,000 migrants via the country’s southeastern coast and Ibiza. Meanwhile, Ceuta’s humanitarian crisis persists, with 1,342 children—hundreds of them unaccompanied—still in the enclave. Youth Minister Sira Rego described “painful images” of children sleeping on the streets, noting that only 90 emergency shelter places are available, far below the estimated 1,100 children needing assistance. Authorities are scrambling to open more reception centers, with plans to transfer some children to mainland Spain in the coming weeks. Rights groups warn of rising risks of abuse and exploitation among the most vulnerable.

The clash spotlights Europe’s fractured approach to migration, where political posturing often overshadows coordinated solutions. While Italy’s border checks—described by critics as symbolic—have little practical impact on migrant flows, they serve as a signal of Meloni’s hardline stance ahead of key EU summits. Spain, overwhelmed by the Ceuta crisis, is under pressure to balance humanitarian needs with security demands. With no immediate resolution in sight, the dispute risks deepening divisions just as the EU attempts to finalize a new migration pact.
