Iraqi Prime Minister Ali al-Zaidi is facing a severe political and security crisis as a September 30 deadline for disarmament looms. The government aims to restrict all weapons to state control, but several powerful Shia paramilitary groups, including Kataib Hezbollah and Harakat al-Nujaba, are openly defying the mandate. Their refusal to disarm threatens to undermine the initiative, which is crucial for stabilizing Iraq amid ongoing internal and external pressures.

The push for disarmament is largely influenced by U.S. pressure, as part of broader regional dynamics involving Iran. Iraq's economic challenges, particularly the significant drop in oil exports due to the closure of the Strait of Hormuz, necessitate a focus on attracting foreign investment. Oil revenues account for over 90% of Iraq's state budget, and the recent decline from 3.3 million barrels per day to about 600,000 bpd has intensified the urgency of restoring stability and governance.

While some paramilitary factions have agreed to integrate into the state’s armed forces, skepticism remains about their commitment. Experts warn that the presence of armed groups outside government control raises questions about the legitimacy of the Iraqi state itself. Talib Mohammed Karim, a political thought professor, highlights that maintaining these factions undermines the constitutional order. He also doubts the sincerity of those factions claiming to disarm, suggesting their compliance may be more about media optics than genuine intent.

Political analysts argue that the justification for retaining arms—citing the presence of U.S. troops and external threats—has diminished in light of the current geopolitical landscape. Kadhim al-Hajj insists that disarmament must be a sovereign Iraqi decision and not appear as a directive from the U.S. As the deadline approaches, the potential for unrest increases, making the outcome of this disarmament initiative critical for Iraq's political future and stability.
