The Estonian government has firmly rejected a proposal to take prisoners from the United Kingdom to alleviate overcrowding in British jails. Justice Minister Liisa Pakosta stated that Estonia would not be renting out prison cells to other countries, especially while it is currently housing Swedish criminals at its Tartu prison under a recently signed deal.

This decision comes as the UK faces a significant prison overcrowding crisis, with jails nearing full capacity. The Conservative government and Reform UK have suggested that renting cells in foreign prisons, including those in Estonia, could be a viable solution to prevent the early release of offenders. However, previous discussions under the Labour government in 2024 also failed to yield any agreements, highlighting the complexity of the issue.

Pakosta made it clear that even if the UK were to propose renting prison space, the answer would be a resounding "no." She emphasized that such proposals are not only misguided but deserve outright rejection. Her comments echoed former Prime Minister Margaret Thatcher's famous dismissal of European integration, reinforcing Estonia's position against hosting foreign prisoners.

With Prime Minister Andy Burnham's government planning to release thousands of inmates early this October, the urgency for a solution intensifies. While Downing Street has not ruled out the idea of renting foreign prison space, it acknowledged that such arrangements would require extensive legislation and international agreements, which could take years to finalize. In the meantime, Burnham has tasked the justice secretary with devising immediate strategies to create more jail space, including the potential transfer of foreign national offenders and utilizing women's prisons for male inmates.
