Congress is debating budget lines that treat children like policy line-items instead of whole lives. A House panel is reviewing a $1.6 trillion spending package that funds food stamps, Head Start and school lunches separately, as if kidsโ€™ needs donโ€™t overlap at home and school. The debate ignores that children live in homes where rent, childcare and healthcare bills all compete for the same dollars every month.

Republicans want deeper cuts to anti-poverty programs after the 2023 debt-ceiling deal forced earlier trims. Democrats are trying to protect the child tax credit and nutrition aid, but the chamberโ€™s rules make it hard to combine programs into a single childhood safety net. The mismatch between how families actually live and how Washington budgets is widening as inflation pushes childcare costs past $1,000 a month in many states.

Data from the Urban Institute shows that 12 million U.S. children live in โ€œhouseholds with very low food securityโ€ while 5 million under age five lack consistent childcare. Studies from the Federal Reserve Bank of Boston found that families with young kids spend one-third of income on housing, care and foodโ€”expenses that rarely line up with the fiscal year or the school calendar. Child advocates say the budget fights are erasing the progress made when monthly child-tax-credit payments cut child poverty by 40 percent in 2021.

Next week the House Rules Committee will decide which child-related programs can be merged into a single bill. If they fail, the Senate will have to stitch together a bipartisan deal before September recess or risk automatic cuts to Head Start and school meals that would push more children into emergency food lines. The outcome will show whether Congress can see children as whole people or only as budget lines.
